In November 2009, Zhuhai applied for the establishment of Zhuhai Gaolan bonded port area. Subsequently, under the background of the transformation and upgrading of the comprehensive bonded zone in the national customs special supervision area, it was changed to apply for the establishment of Zhuhai Gaolan Port Comprehensive Bonded Zone in October 2012.

In February 2018, an exciting news spread all over Zhuhai, and Gaolan Port comprehensive protection zone was approved by the State Council. It was also this year that Zhen Wenchuang, who had experienced in Gongbei Customs, Zhuhai free trade zone and other departments, came to the Modern Industrial Development Bureau of Gaolan Port Economic Zone at that time to follow up the construction of the comprehensive protection zone. "At that time, it was still a large area of beach and sand, and the surrounding road network had not yet formed." Zhen Wenchuang recalled.

At the beginning of 2021, with the integrated operation of Jinwan District and Zhuhai Economic and Technological Development Zone, the comprehensive bonded Affairs Bureau of Zhuhai Economic and Technological Development Zone was established. Zhen Wenchuang moved to this place and continued to follow up relevant matters. In October of that year, the application for sea use in the comprehensive protection zone of Gaolan Port was approved, the sea area use certificate was obtained in December, and the state-owned land use right certificate was obtained in May 2022.

The sea filling project is the key premise for the comprehensive protection area of Gaolan Port to be closed and accepted. To this end, Zhuhai City has set up a special working class, and Jinwan District has set up a temporary headquarters at the scene to clarify the responsibilities, reverse the tasks and coordinate the promotion. "There are one or two hundred people working together on the site every day. There are 17 departments in Jinwan District alone to ensure rapid response." Recalling the construction scene at that time, Zhen Wenchuang still felt enthusiastic.

Finally, with the strong support of the provincial government, the personal deployment and command of the municipal leaders and the joint assistance of relevant departments, Jinwan District overcame the difficulties of adverse weather and soil source shortage, and successfully won the battle of the sea filling project.

Together with this land, Zhen Wenchuang witnessed the birth of another "Zhuhai speed" -- the highest filling volume per day is more than 100000 cubic meters, setting a historical record of single project construction in Zhuhai, and laying a solid foundation for accelerating the acceptance of Gaolan Port comprehensive protection zone.

At present, six projects with investment exceeding 100 million yuan have been settled in Latin America comprehensive bonded logistics hub project, Europa Zhuhai international high-quality imported liquor trading center project, Gechuang Baocheng intelligent garden, Gechuang Baocheng science and Technology Innovation Park, Gechuang Baocheng cold chain Park and Gechuang Baocheng logistics park, with more than 30 enterprises under negotiation.
